Job Title: Project Manager (Mechanical & Electrical)
Location: Hybrid - regular site visits required

Reporting to: Senior Management Overview: We are seeking an experienced and qualified Project Manager with a strong background in Mechanical and Electrical (M&E) engineering to deliver complex capital projects on behalf of Westminster City Council (WCC). This is a hybrid role involving on-site presence and close collaboration with contractors, internal teams, and stakeholders. You will lead cross-functional teams to deliver projects on time, within budget, and to the highest quality and compliance standards.
Key Responsibilities:
Oversee all phases of M&E project delivery, from planning to completion.
Manage project documentation, financial control, and reporting.
Coordinate multidisciplinary teams and supervise contractors and site staff.
Implement robust quality assurance measures and ensure regulatory compliance.
Monitor project budgets, timelines, and risks, addressing issues proactively.
Serve as the primary liaison between WCC, clients, contractors, and stakeholders.
Interpret technical drawings and lead technical problem-solving processes.
Uphold WCC's interests and maintain positive client and stakeholder relationships.
Essential Skills and Experience: Proven experience in managing M&E projects of varying scale and complexity.
Strong financial management skills and experience controlling budgets.
Excellent stakeholder management, communication, and negotiation abilities.
Solid understanding of project management methodologies and standards.
Demonstrated leadership skills in managing cross-functional teams.
High attention to detail with strong quality control and compliance focus.
Strong problem-solving and decision-making skills.
Proficiency in relevant software tools and project management systems.
Qualifications and Professional Memberships: Degree or diploma in a Mechanical & Electrical or related technical discipline. Membership with a recognised third-party M&E institution such as IMechE or CIOB. Evidence of ongoing professional development. Sound understanding of procurement processes, project cost analysis, and technical legislation.
